From November 2002 to November 2004, the Telecom Project Phase II has been implemented:

• Optical Fiber System has been installed from Vientiane Capital - Luangprabang Province, KM 20 Crossroad – Pakse    Vangtao, Seno – Dansavanh in totally lengths of 1.368 Kilometers.        
• Completed its expansions of 30 - sub PSTN Switching
• Center with capacity 20.000 Subscribers.
• 68 Base Transmission System (BTS) have been installed for mobile phones.
• Completed to expand of Mobile Switching Center (MSC) from 10.000 subscribers to 50.000 subscribers.
• The Short Message Service Center (SMS) and the Voice
• Message Service Center (VMS) have been installed for
• providing its services to customers.
• Completed to expand of the existing Billing System from 10.000 subscribers to 100.000 subscribers.
