In order for achievements of Telecom Project Phase III faster than its durations, ETL has divided Telecom Project Phase III into 2 different phases: Telecom Project Phase IIIA & Telecom Project Phase IIIB.
1/. The Telecom Project Phase IIIA, started from May 2004 to May 2005.

• Installed 2 Base Station Controllers in Vientiane Capital and  Savannakhet Province.
• Increased the capacity of Mobile Switching Center (MSC) from 100.000 subscribers to 200.000 subscribers.
• Installed 91 Base Transmission Stations (BTS) for mobile phones.
• Increased capacity of Billing System from 200.000 subscribers to
• 300.000 subscribers.
• Completed to construct SDH transmission system by using Optical Fiber Cable speeding of 155 Mbps and 622 Mbps (STM1 & STM4).
• Completed to expand Optical Fiber Cable with its full accessories have been installed in the lengths of 1.500 kilometers.
